If so, do they all have a set power? Or does it vary between individuals, as in the case of Frostelus and other sapient beings? (For that matter, are the Protocairns still sapient?)

Yes, they are sapient. Their Rhotuka has a sort of a "short-circuit" power - it temporarily blocks the signals between the mind and the body in a target, causing an opponent to collapse.

Oui, ils sont intelligents. Leurs Rhotuka ont une sorte de pouvoir de « court-circuit » - il bloque temporairement les signaux entre l'esprit et le corps d'une cible, faisant s'effondrer l'adversaire.
